Driving digital inclusion in Vietnam

Aligning with Vietnam’s digital literacy campaign (“bình dân học vụ số”) and ensuring Vietnam’s rural communities thrive in the digital age, HSCV joins forces with The Access Foundation to deliver targeted training, build essential infrastructure, and provide sustained support.

As Vietnam undergoes rapid digital transformation that leads to the closure of essential in-person service branches, rural communities are now faced with increased challenges in accessing public services.

For women in Vat Lai Commune, strong patriarchal structures and cultural norms further restrict them from education and consequently formal employment opportunities; the elderly are also often reliant on their extended family for financial and social support. Both of these groups have inadequate financial means to afford smartphones or access computers, further hindering their adaptation to social changes.

Empowering Communities through Digital Skills

To address these challenges, we are partnering with The Access Foundation to facilitate targeted digital skills training, build technical infrastructure, and provide ongoing coaching. These initiatives aim to enhance the autonomy of vulnerable individuals, enabling them to actively benefit from the ongoing digital transformation.

Over the period of one year, we will host digital skills workshops to teach community members online navigation and the use of public services applications, alongside online safety workshops addressing the recognition and prevention of online scams. Additionally, digital literacy training will be offered to both members and leaders of the community from Digital Transformation Units (DTUs), ensuring sustainable community support beyond the project's duration.

We will also install critical technological infrastructure, including computers, printers, and projectors, in three local community centers staffed by DTU members, benefiting approximately 500 people annually.

Collaborating for Lasting Change

The Access Foundation’s critical funding combined with our strong local knowledge, established and trusted collaboration with authorities, and expertise in implementing impactful programs for children, caregivers, and communities in Vietnam will ensure meaningful and sustained outcomes. Furthermore, this initiative closely aligns with our  Strategic Plans, particularly our Community Investment Program, emphasizing community empowerment through digital skill enhancement and infrastructure development.
